Not to pile on, but in case anyone else is questioning the above outcome: I worry about template editing skills if this user page is representative. Also, the editor has so many edits in Template space on Wikiquote because they make many small edits to live templates instead of (or in addition to?) simply copying working templates from en.WP or elsewhere.
