Non-administrators can report misbehaving bots to Commons:Administrators' noticeboard.

MifterBot is a bot operated by Mifter. It is written in Python and its purpose is to check recently uploaded files to ensure they have a license tag. If it does not, the bot tags the file as such and notifies the uploader.
